also, could this be solved with a patch to the screen reader the sight-impaired person is using than a patch to Wikipedia. After all the screen reader programmers would know the kernel code of their proprietary software and, since wiks are open source, would have access to wiki codes. Wiki programmers would not have access to proprietary software of screen readers. Maybe a wiki programmer could create a single use screen reader just for wikis.
